The Flexible Spending Accounts (FSA) Program Open Enrollment Period for Plan Year 2026 is Monday, Sept. 22, 2025 – Friday, Nov. 14, 2025, for an effective date of Thursday, Jan., 1, 2026.
The Plan Year 2026 FSA Program Brochure and forms are available on the FSA Website under “Forms and Downloads.”
- Current FSA 2025 participants (HCFSA and DeCAP):
Current participants will automatically receive a letter regarding their Plan Year 2026 enrollment by the second week in October to the address the FSA administrative office has on file.
- Enrollment and Confirmation Letter
Once the FSA Administrative office receives the FSA enrollment/re-enrollment letter and processes the HCFSA/DeCAP enrollment form, participants will receive a confirmation letter in the mail.
All Plan Year 2025 FSA Enrollment/Change Forms should be uploaded to the secure site and we suggest you retain a copy for your records. Please do not mail forms. For instructions on how to submit your forms please go online.
Important: If you participate and do not experience FSA payroll deductions on the Jan. 22, 2026 paycheck, you must notify the FSA administrative office immediately via their contact form.

MSC Health Benefits Buy-Out Waiver Program for 2026:
Plan Year 2026 enrollment is automatic for current active participants. If a participant would like to withdraw from the MSC Health Benefits Buy-Out Waiver Program for 2026, the participant must complete the 2026 MSC Enrollment/Change Form in addition to completing the Health Benefits Application.
The annual incentive payment amount for Plan Year 2026 is $500 for waiving individual coverage and $1,000 for waiving family coverage (payments will be issued semi-annually in June and December).
Fall Transfer Period (Saturday, Nov. 1 – Sunday, Nov. 30, 2025)
The Fall Transfer Period will begin on Nov. 1, 2025, for active employees. During this time, employees can:
- Transfer to another health plan
- Add or drop an optional rider
- Add or drop dependents
- Elect the Health Benefits Buy-Out Waiver Program
Any changes made during the Fall Transfer Period will become effective on the first day of the first full payroll period in January 2026. More details to follow on the Fall Transfer Period.
