The Fall 2025 Health Insurance Transfer Period (Open Enrollment) will take place from Saturday, Nov. 1, 2025 – Sunday, Nov. 30, 2025 with an effective date of Thursday, Jan. 1, 2026. Please refer to the online memo for detailed information on the types of changes that can be made, instructions on how to make those changes, and links to the necessary forms.
Important Change: Effective Jan. 1, 2026, the current GHI CBP/Anthem PPO plan will be replaced by the new NYCE PPO plan, administered jointly by Emblem Health and United Healthcare. All current GHI CBP/Anthem PPO plan members should have received a letter at their home/mailing address announcing this change. Most plan features and costs will remain the same, but the provider network will expand, giving employees and their dependents access to a broader range of in-network healthcare providers.
If you are currently enrolled in GHI CBP/Anthem PPO, you do not need to take any action to continue your coverage. Your enrollment will automatically transfer to the NYCE PPO plan with no gap in coverage unless you choose a different plan during this Fall Transfer Period.
Employees who have questions about the new NYC PPO plan—whether they are currently enrolled in GHI CBP/Anthem PPO or considering joining—are invited to attend a live virtual information session, available through Friday, Nov. 7, 2025. Each session will feature live presenters from both Emblem Health and United Healthcare, followed by a dedicated Q&A segment to answer any questions you may have. The Flexible Spending Accounts (FSA) Program Open Enrollment Period for Plan Year 2026 is Monday, Sept. 22, 2025 – Friday, Nov. 14, 2025, for an effective date of Jan. 1, 2026. All Plan Year 2026 FSA Enrollment/Change Forms should be uploaded to the secure site and we suggest you retain a copy for your records.
