The Fall 2022 Health Insurance Transfer Period (Open Enrollment) will take place from Tuesday, Nov. 1, 2022 to Wednesday, Nov. 30, 2022 for an effective date of Sunday, Jan. 1, 2023. Please see the online memo for links to necessary forms and for detailed information on what types of changes can be made.
The Fall 2022 Flexible Spending Accounts (FSA) Program Open Enrollment Period for Plan Year 2023 is Monday, Oct. 17, 2022 to Friday, Nov. 18, 2022, for an effective date of Sunday, Jan. 1, 2023. The Plan Year 2023 FSA Program Brochure and the Plan Year 2023 FSA Enrollment/Change Form will be available shortly on the Office of Labor Relations (OLR) Website under Flexible Spending Accounts (FSA) – Forms and Downloads. Current FSA 2022 participants (HCFSA and DeCAP) will receive a 2023 FSA letter to the address the FSA office has on file. All Plan Year 2023 FSA Enrollment/Change Forms should be uploaded to the secure site and retain a copy for your records. Please do not mail forms. Once the FSA office receives and processes the HCFSA/DeCAP enrollment form, participants will receive a confirmation letter. Important: If a participant does not see FSA payroll deductions in January 2023, they should notify the FSA Office immediately. The payroll deductions for FSAs should begin on Thursday, Jan. 26, 2023. Please refer periodically to the FSA Website for any updates to the HCFSA/DeCAP program.
MSC Health Benefits Buy-Out Waiver Program for 2023:
Plan Year 2023 enrollment is automatic for current active participants. If participants would like to withdraw from the MSC Health Benefits Buy-Out Waiver Program for 2023, the participants must complete the 2023 MSC Enrollment/Change Form (form will be available shortly at the FSA forms page) in addition to completing the Health Benefits Application. Please note that the annual incentive payment amount is $500 for waiving individual coverage and $1,000 for waiving family coverage for Plan Year 2023 (July and January semi-annual payments).
