New Leadership Takes CSI Value to Next Level

As preparations are being made for its 60th anniversary celebration, the College of Staten Island proudly welcomes two new leaders.

Carlos A. Serrano
Assistant Vice President for Finance and Budget

Mr. Carlos A. Serrano has over 24 years of budget and finance experience, most recently as the Assistant Vice President for Budget and Finance at Hunter College.  Prior to his position at Hunter College, Carlos served as the Senior Vice President for Leased Housing and Director of Budget and Financial Planning for the New York City Housing Authority, Deputy Commissioner for Administration for the New York City Department of Juvenile Justice, and Assistant Director at the New York City Mayor’s Office of Management and Budget.

Appointed Assistant Vice President on January 11, 2016, Mr. Serrano is responsible for the day-to-day operations of Accounting, Accounts Payable, Budget and Financial Planning, Fiscal Systems and Part Time Payroll Services, Bursar, Property Management and Purchasing. As a member of the Finance and Administration Division, Serrano said he will “prioritize enhancement of customer service to the campus community and leverage my years of financial and management experience to maximize resource allocations consistent with and in support of the CSI strategic vision.”

Mr. Serrano holds a Bachelor of Science in Business Administration from Long Island University, Brooklyn Campus.

Jennifer S. Borrero, JD
Vice President for Student and Enrollment Services

Ms. Jennifer S. Borrero comes to the College with nearly 20 years of experience in higher education.  In her previous role as Dean of Recruitment and Diversity at the City University of New York, Ms. Borrero has a highly successful record of commitment to issues of diversity, inclusion, and equity, including spearheading the creation and implementation of the University’s Diversity Action Plan.

Appointed Vice President on September 9, 2015, Ms. Borrero’s current priorities are focused on the opening of CSI St. George and enhancing the offerings of Enrollment Services to create a true “one-stop-shop” for students.   In addition, a longer term goal is to develop a domestic travel program to provide students with an opportunity to experience different areas of the United States.   “Many CSI students have not had an opportunity to visit different parts of the country, and domestic travel programs help students develop important life skills such as independence, flexibility, and decision-making,” commented Ms. Borrero.

Holding a Juris Doctor (JD) from Creighton University, a Master’s in Business Administration (MBA) from Baruch College, and an undergraduate degree in Political Science from Hampton University, Ms. Borrero has made many valuable leadership contributions to The City University of New York. She has earned the reputation of an efficacious collaborator with deep knowledge of compliance and other legal issues that affect the academic and professional lives of all CUNY students, faculty, and staff. Her advocacy has been acknowledged through her receipt of many awards, such as the University’s Inclusive Excellence and Diversity Award, the Award for Minority Access, and the Award for Facilitating Student Success.

 

An Update from Recently Appointed Senior Leadership

 

Khatmeh Osseiran-Hanna
Vice President for Institutional Advancement and External Affairs

Ms. Khatmeh Osseirsan-Hanna has a distinguished career of more than 25 years in higher education, having recently served as the Director of Advancement, North America, for the University of Queensland, Australia beginning in 2012. Prior to her role at the University of Queensland, she served in various leadership positions including Vice President for University Advancement at New Jersey City University and Assistant Vice President of Planned Giving and Senior Major Gift Officer at the New Jersey Institute of Technology.

Appointed at CSI in August 2015, VP Osseiran-Hanna is developing the college’s alumni engagement strategy to support a strong alumni base and annual fund and building corporate, foundation and community partnerships to support student scholarships, faculty research and student learning.  “We are also launching a comprehensive branding and integrated marketing campaign to enhance the profile of the College and leading the charge in the celebration of the college’s upcoming 60th Anniversary through a series of activities, events and programs.”

 

Christopher M. Giordano, PhD
Assistant Vice President for Student Affairs/Dean of Students 

Dr. Christopher Giordano has a 20-year career of progressive leadership in all matters of higher education student affairs. He most recently served as the Dean of Student Life at Owens Community College in Toledo, OH. For six years, he managed a staff of 40, and was responsible for all non-academic and co-curricular aspects of the student experience that engaged and advanced student development, learning, retention, and success.

Appointed at CSI in July 2015, Dr. Giordano’s current priorities are “re-establishing the Campus Committee on Residence Life as a standing working group, leading a review of the student elections process, streamlining the student conduct and academic integrity processes, and enhancing services for veteran students.”

 

Gary Reichard, PhD
Provost and Senior Vice President for Academic Affairs 

Dr. Gary Reichard has a distinguished career of more than 40 years in higher education. After serving as a tenured faculty member and Chair of the Department of History at The Ohio State University, he subsequently held faculty and academic administrative positions nationwide. From 1994 to 2009, Dr. Reichard held various academic leadership positions in the California State University system, including Associate Vice President for Academic Affairs (Academic Personnel), Provost and Senior Vice President for Academic Affairs at California State University (CSU), Long Beach, and Executive Vice Chancellor and Chief Academic Officer in the CSU Chancellor’s Office.

Appointed at CSI in July 2015, Dr. Reichard is currently focused on doing “all I can to help bring together faculty and staff in the cause of improving the success of our students–all of our students.  If we make progress on this, student retention and graduation rates will steadily rise. I also want to work to strengthen the College’s commitment to– and infrastructure in support of–research and creative activities– for both faculty and students.”
