As those of you who attended the meeting of the College Council last Thursday know, the Bylaws Committee presented a series of small changes to the Bylaws for the Council to consider. These proposed changes are largely focused on clarifying terms and procedures and codifying existing practices and can be found online as the “Governance Plan Draft 10/20/23.”

The Bylaws Committee invites you to attend a Town Hall meeting about the proposal. One will be held next Wednesday, Nov. 8 from 2:30pm to 3:30pm and will be entirely virtual. You may join using the Zoom link below.

A second will be held in person on Tuesday, Nov. 14 from 2:30pm to 3:30pm in the Center for the Arts (Building 1P), Room 119. We will also have Zoom available for people who need to participate remotely through the same link below.

In addition, the committee has reopened its email account and welcomes all feedback you choose to send in writing to bylaws@csi.cuny.edu.

Finally, I encourage you to place the proposal on the agenda of your next department or staff meeting and/or have discussions with members of the committee, found online.

After both town halls have taken place, here’s how the rest of the process unfolds:

The Bylaws Committee will convene to consider all the responses it received, make any adjustments it deems appropriate, and present the revised proposal to the College Council for a vote of approval. 

If the College Council approves by a two-thirds vote, the proposal is then submitted to a referendum of the instructional staff. In the referendum, the proposal “is deemed to be adopted if approved by a majority of those voting (provided that at least 30% vote).  The President then must approve the proposed amendments and submit it to the CUNY Board of Trustees for its approval.
