Oswaldo Zavala, Professor of Latin American Literature and Culture at the College of Staten Island and The Graduate Center, CUNY, was recently quoted in an article in Texas Observer titled “U.S.-Mexico Border Militarization Fails to Stop Modern Drug Smuggling Industry.” In the article, Dr. Zavala states that labeling drug cartels as terrorist organization brings the risk of escalating conflict without addressing the real causes of the illicit drug problem.
